General Information & FAQ's

Which programs are eligible to receive services through PITC Partners for Quality?

Any infant/toddler center or group of family child care or licensed exempt providers serving infants and toddlers birth to three years old may apply to receive PITC Partners for Quality (PQ) service. Family child care and license exempt providers are served in groups of 5 to 10 providers. Center-based programs must have a minimum of 5 staff members including a program administrator to be eligible for service.

What happens after I send in the application for service and technical assistance?

Once the application is recieved, the PITC PQ Infant/Toddler Specialist Coordinator and the PITC PQ Program Manager will review your application for service eligibility based on the responses in each section of your application. If for some reason the applicaton does not meet the requirements to receive subsidized services through Partners for Quality, a fee for service option is available. Please contact your local Infant/Toddler Specialist Coordinator for further information about this option. Once program eligibility is established, a PITC PQ Infant/Toddler Specialist will be assigned who best meets the following criteria:

1. he/she lives within a reasonable geographic proximity to the Host Organization;

2. there is match between the culture and language(s) spoken by the agency staff and the PITC PQ Infant/Toddler Specialist.

3. the PITC PQ Infant/Toddler Specialist is available at times that meet the needs of the Host Organization.

A confirmation letter will be sent to you when a PITC PQ Infant/Toddler Specialist has been matched to your organization. Accompanying the confirmation letter will be a Host Organization Policies and Procedures Packet.

PITC Partners for Quality Services - An Overview:
PITC in Practice

PITC in Practice is divided into two sections covering all four PITC Modules. This service is offered on-site by a PITC I/T Specialist and will occur over a 10-18 month period. Each section has 32 hours of training and approximately 40 hours of mentoring. Family child care and licensed-exempt providers are each required to participate in a minimum 3 home visits during the entire service.

Together with the center-based program administrators, teaching/caregiving staff, or the family child care provider, the assigned I/T Specialist will develop a schedule, conduct observations and develop a program action plan. The program action plan will include specific goals and objectives to increase the quality of care provided to infants and toddlers.

Academic units are available for PITC in Practice. Participants interested in enrolling for credit can receive 2 semester units per section. Professional Growth Incentives in the form of cash and resource grants are also available.

PITC In Practice Implementation Plan

Programs and groups of providers receiving an Implementation plan must have both sections of PITC in Practice and have demonstrated both a commitment to and progress towards quality improvement. This Plan consists of 16-20 hours of mentoring over a one-year period to support the implementation of the PITC Essential Policies. Groups of Family Child Care providers will meet four to five times in group sessions over a one year period to support continued action planning. There are no professional growth incentives for this Plan.

California Child Care Initiative Project (CCIP) Plan

Resource and Referral agencies interested in infant/toddler training for newly recruited family child care providers under the CCIP Project can receive 12-24 hours of PITC training. Participants under this plan are not eligible for professional growth incentives. The CCIP training plan includes an Orientation Session, introducing the Ages of Infancy, Early Brain Development and the PITC Philosophy and Essential Practices. The remainder of hours will cover content from each of the four PITC modules.

:: ROLES AND RESPONSIBILITIES

What are the expectations of the Host Organization if granted these services?

The Host Organization is responsible for arranging facilities for training and other meetings, obtaining the necessary equipment, and notifying participants. As part of the agreement to receive PITC Partners for Quality services the Host Organization/Host Contact Person is responsible for the following:

  • Designating an administrative staff person (the program director, education coordinator, supervisor, or lead teacher) to work collaboratively with the PITC Infant/Toddler Specialist as the Host Contact Person,

  • Discussing the program's needs with the PITC Infant/Toddler Specialist Coordinator to ensure a PITC Infant/Toddler Specialist is assigned who, to the extent possible, meets the language and cultural needs of the program.

  • Arranging staff participation by providing either release time away from care giving responsibilities during work hours and/or in the evening or on weekends for a minimum of 4 hours of scheduled service a month for a seven to nine month period.

  • Rescheduling a canceled service within 2 weeks if a service session must be canceled because of unforeseen circumstances.

  • Making copies of materials for staff,

  • Host contact will participate in on-site activities on a regular basis,

  • Host Contact will develop an action plan collaboratively with the PITC Infant/Toddler Specialist and staff to implement changes in program policies, procedures and practices to effect desired program improvements,

  • Host Contact will complete evaluations, collect evaluations from participating staff, and forward all evaluations periodically to the PITC Regional Infant/Toddler Specialist Coordinator,

  • Host Contact will provide opportunities for the PITC PQ Infant/Toddler Specialist to observe care giving and provide technical assistance in the classrooms 1-2 hours a month,

  • Host Contact will participate in Post Celebration and complete Evaluation Summary Report.

    If cancellations of service result in a lapse in service of more than 30 days, the plan may be terminated and the program may be placed on a waiting list for future PITC services. All of the policies presented on this website may be modified based on the availability of funding and the number of requests from programs for assistance.
