Our Approach: Relationship-Based Care for Infants and Toddlers

At PITC, we believe responsive, respectful care in relationships is the foundation for supporting early learning and development.

At the heart of PITC is a commitment to care that respects the diverse cultures, lifestyles, preferences, abilities, and needs of the children and families we serve. We view infants and toddlers not as passive recipients of care, but as curious, motivated learners who thrive through meaningful relationships.

Our core principles:

  • Families are essential partners in shaping their child's care experience
  • Every child is unique, with individual temperaments, development rates, and interests
  • Responsive caregiving supports children's natural drive to explore and learn
  • Relationships matter most – they're the foundation for healthy development

Rather than developing lessons for infants to master, we support caregivers in expanding and encouraging children's inborn learning agenda through respectful, individualized care.

The PITC approach comes to life through six interconnected policies that work together to create nurturing, responsive care environments. These aren't separate practices – they're woven together to ensure every child experiences consistent, meaningful relationships that support their development.

When programs implement these policies together, they create:

  • Safe, engaging, and intimate care settings
  • Time and space for children to build secure, trusting relationships
  • Knowledgeable caregivers who truly understand and respond to each child

Our Six Essential Policies

Our six essential policies form a complete system where each element strengthens the others, creating an environment where infants and toddlers can thrive. Download the Six Essential Policies Handout (PDF).

Primary Care

Each child has one special caregiver who knows them best and is primarily responsible for their care throughout the day.

Small Groups

We keep groups intimate – the younger the child, the smaller the group – allowing for personalized attention and peaceful exploration.

Continuity of Care

Children stay with the same primary caregiver throughout their enrollment, building deep, lasting relationships.

Individualized Care

We follow each child's unique rhythms and preferences rather than expecting children to adapt to rigid schedules.

Culturally Responsive Care

We honor each family's values, traditions, and home language as integral parts of the care experience.

Inclusive Care

High-quality care is available to all children, with appropriate accommodations ensuring every child can fully participate.
