As a Senior Program Associate for WestEd’s Center for Child and Family Studies, Catherine Tsao plays a major role on several high-profile projects funded by the California Department of Education and First 5 San Francisco.

Previously, Tsao directed the California Infant/Toddler Learning and Development Foundations, California Preschool Learning Foundations (Volume 1), and California Preschool Curriculum Framework projects. Through collaboration with researchers and practitioners, including extensive public input processes, these projects developed evidence-based foundations and curriculum frameworks intended to support early childhood professionals in understanding and supporting the learning and development of children from birth to five years of age. Tsao has also supported other states in their development of infant/toddler initiatives; for example, she worked with the Ohio Bureau of Jobs and Families and the Ohio Child Care Resource and Referral Agency to develop early learning guidelines and program standards.

She is currently working on the San Francisco Quality Connections and PITC Partners for Quality projects.

Tsao has held academic appointments at the University of California, Los Angeles (UCLA) and the University of Minnesota's Institute of Child Development. Tsao received a BA in psychology and an MA and PhD in education from UCLA.
