Penny Blair is an Infant Toddler Specialist/Coordinator for WestEd's Program for Infant/Toddler Care(PITC) Partners for Quality, a project developed to improve the quality of family child care and center-based infant/toddler care throughout California.

Blair supports and manages all the technical assistance and training efforts for child care programs in PITC Region IV, which includes San Francisco, San Mateo, and Alameda counties. She is responsible for assisting in the development of Chabot Community College Child Development Center as a PITC Demonstration Site. Recently, she has recruited and set up training plans for Every Child Counts, Alameda County First Five for training Family Childcare participants.

Previously, Blair taught Early Childhood Studies in the Community College system and was a Parent Educator for Palo Alto School District and Sequia Unified School District. Her experience includes directing school-age, infant/toddler, and preschool programs in the Bay Area.

Blair received a Master�s Degree in Early Childhood Education from San Francisco State University and obtained a Psychiatric Social Work certification from the United Kingdom.
